One library, searched by meaning, with a boundary that holds.
The documents a service depends on end up scattered across drives, inboxes and somebody's laptop. ELSA keeps them in one place, in folders you choose, and finds them by what they say rather than what they were called, while keeping care records firmly outside the searchable set.
What this replaces today
- Three copies of the same policy in three folders and no way to know which is current.
- Searching for a document by guessing the file name somebody used two years ago.
- Attaching the wrong version to a tender because the right one was in an inbox.
- A shared drive nobody trusts enough to use as the source of truth.
How it works
Upload, or file what is already there
Drop documents in, organise them into nested folders, and move existing ones into a folder without leaving it. A document lives in one place, so a file already filed elsewhere says so before it moves.
They become searchable by meaning
Documents are read and indexed passage by passage, so a search matches the paragraph that answers your question rather than the file whose title happened to share a word.
They feed the rest of ELSA
The same library grounds tender answers and, where you have granted it, the chat assistant. That is why the citation on a bid answer points at a real document you can open.
What you get
Passage-level retrieval, not whole-file guessing
A sixty-page pack is indexed in sections. Without that, a long document is represented by roughly its cover page, and the useful paragraph in the middle is unreachable.
Relevance has a floor
Results below a relevance threshold are discarded rather than padded out, so a search with no good answer returns nothing instead of the closest thing it could find.
Branch-scoped
A branch-locked user searches their branch and the organisation-wide documents, and nothing else, applied to the names and the contents alike.
Your own generated work is in there too
A published policy or a finished tender response joins the library and becomes searchable like anything else, so next year's bid can find last year's answer.
What stops it going wrong
Care records are structurally outside
Documents attached to a person's care record or supported living record live in a different store that is never embedded and never indexed. It is not a filter that could be forgotten: they are not in the searchable set at all.
Exclusions are a list of what is out, not what is in
The rule names the document types that must never be retrieved. Written the other way round, a new type would be silently invisible instead of loudly included, a quiet failure rather than an obvious one.
Deleted means gone from search
A deleted document leaves the retrievable set immediately, so it cannot be quoted back into an answer after you removed it.
Who it is for
Every plan
For any service that wants one place for its policies, procedures, certificates, contracts and evidence.
The more that is in it, the better every other part of ELSA gets, because this is what the tender writer and the assistant read from.
